The treasure at the end of your quest (a permit of stay - specimen)

General Information

If you are a non-European/EEA citizen and you wish to complete your Ph.D. at SISSA, you must apply for a permit of stay in order to legally stay in Italy.

You have to apply for the permit of stay WITHIN 8 WORKING DAYS from your arrival in Italy.

The permit of stay is issued at the Police Headquarters (Questura) by the Immigration Office (Ufficio Immigrazione) in Trieste (opening hours). It entitles you to temporarily live in Italy and to visit any Schengen Area country.

After applying for the permit of stay you must carry with you the post-office receipt issued upon handing in the application (called 'Assicurata') along with an ID document (expired permit or passport). The original permit of stay will be delivered in 2 or 3 months after the application.

Application for the permit of stay

In order to request your permit of stay you should fill in a documentation kit called RICHIESTA DI RILASCIO/RINNOVO DEL PERMESSO/CARTA DI SOGGIORNO PER CITTADINI STRANIERI which you can collect at the SISSA Reception, at the Students' Secretariat (room 222) or in the main post office of Trieste (address: Piazza Vittorio Veneto, 1).

IMPORTANT - If after the fingerprints appointment you received a document like the one on the right, it means that you missed one or more documents in your envelope. In order to fix the situation you MUST send an e-mail to Ts Immigrazione (immigrazione.ts@poliziadistato.it) with the following object: your surname and name, "responsabile dell'istruttoria" and the initials of the name of the Police Headquarters Officer (they are written in the document).

Students' Secretariat will help you by sending the documents to the Police Headquarters (Questura) for you.

In order to prevent the event above, you can scan the missing documents (the documents that you did not enclose in your envelope) and deliver them during your fingerprints appointment

What documents do you need to apply for a permit of stay?

  1. A documentation kit which includes an application form (Form 1 filled in) and a list of documents to be enclosed with the application.
  2. A marca da bollo (revenue stamp) € 16.00 (cash only!). You can buy it at a tobacco shop (tabaccaio) where cigarettes are sold.
  3. Photocopy of the pages of the passport with your personal information.
  4. Enrollment certificate (If you are 2nd-, 3rd-, 4th-year student, you can download it Esse 3 webpage --> Certificates --> Permit for next year).
  5. Proof of sufficient means of subsistence: enrollment certificate (same as above) with the amount of your fellowship. If you do not have a fellowship, you should enclose a bank statement.
  6. Copy of the insurance policy valid in Italy for the entire period of validity of the permit of stay, which will cover you in case of illness and injury (see Health Insurance). Note: It is strongly recommended to take the public health insurance (SSN) because, if you are a Ph.D. student, SISSA will reimburse you.
  7. A receipt of the postal paying-in slip for the payment of € 70.46, which you have to pay upon submission of your application at the post office.
  8. Your codice fiscale.
  9. The contract of your apartment in Trieste (if you already signed it)

IMPORTANT

All these documents must be enclosed in the kit envelope RICHIESTA DI RILASCIO/RINNOVO DEL PERMESSO/CARTA DI SOGGIORNO PER CITTADINI STRANIERI. THE ENCLOSED DOCUMENTS SHOULD BE COPIES (YOU MUST KEEP THE ORIGINALS) EXCEPT FOR FORM 1. The envelope should not be closed because the post office will check all your documents before accepting the application.

If you miss a document in the envelope, the procedure will slow down and the issuing of the permit will take several months more (see above).

How much does it cost to apply for a permit of stay?

You will have to apply for a new permit of stay each year.

  • Application fee: € 30.00
  • Cost of the electronic permit: € 70.46
  • (Revenue stamp) Marca da bollo: € 16.00
  • Health Insurance: € 700.00 per year (National Health Insurance for both, the current year and for the next year)

Note: if you are a Ph.D. Student the Health Insurance cost will be reimbursed by SISSA.

Where to submit the application kit?

After having filled in the form 1 of the documentation kit and enclosed ALL the additional documents required, you have to go the Main Post Office (Piazza Vittorio Veneto 1) and personally hand in the open envelope of the kit. The Post office clerk will ask you to show your passport (or an identity document). You will be then asked to pay a post charge of € 30.00 for the application and € 70.46 for the electronic permit of stay.

You will receive a receipt from the post office ('Assicurata') which you must always keep with you together with your passport, this is the proof of your permit of stay until you will receive the soft copy of your permit of stay. This receipt contains a number (Numero Assicurata) that will allow you to track to the following link check online the stage of your permit of stay.

You will also receive a note with the date of your fingerprints appointment.

Appointment at the Questura

Once your request has been accepted, you will receive an appointment by registered letter to go to the Immigration Office (Ufficio Immigrazione) of the Questura in Trieste (opening hours) in order to have your fingerprints taken.

If you find on the Internet the information regarding the time and the date of your appointment at the Police station (Questura) but you have not received the registered letter, you can print out the relevant Internet page and take it with you to the Immigration Office of the Police stationQuestura.

On the portaleimmigrazione website you can track the progress of your application. If you find a message there stating that the documentation you submitted is incomplete (documentazione non completa) or that it was wrongly filled in (documentazione non completata correttamente), do not worry When you will get the appointment from the Immigration Office at the Questura you will be able to bring the missing documents or to make any necessary corrections.

Important: try to not miss the appointment for the fingerprinting. It is possible to take another one, but it is not easy.

Documents

Documents to take to the fingerprints appointment:

  • your passport
  • the registered letter containing the details about the appointment at the Questura.
  • the originals of all the documents that you have been submitted through the post office.
  • a copy of your lease contract or a copy of the declaration made by the Landlord to the Questura that you are living in his apartment (modulo di cessione del fabbricato to be signed by the Landlord).

The Landlord should submit this declaration to the Questura when you will move to the appartment; alternatively, you can provide any other proof of your accommodation.

Approximately two months after your fingerprints appontment, you have to go personally to the Questura to collect your permit of stay. On Monday and Thursday afternoon from 14.30 to 17.00.

TEMPORARY PERMIT OF STAY

A temporary permit of stay may be requested only for study purposes (participation in seminars, conferences, ecc). The Students' Secretariat will support your application; please send the required documents: invitation, venue, website of the event, tickets, funding, we will provide you with a document in order to support your application. You have to submit your application to the Police Headquarters (Questura), preferably on Monday or on Thursday after 1 p.m.

IMPORTANT: The application for the temporary permit of stay has to be submitted at least 2-3 weeks before your trip.
